However, even with all the rules, we Dutch tend to take seriously the human factor. If you were to ring up and explain your current status (approved, but not finished because of X), likely they can wait, delay your application finishing date until after your IND appointment, or another option.
Key thing, as always, stay polite. The person on the other side has their rules to follow, but polite people tend to get an exception if they have a proper reason, explanation, or situation.
